The guy needs to be put away, without a doubt.  He's got issues that
need to be addressed.  Unfortunately, they will only verify his paranoia
until the drugs take over.

I use two different Usenet providers: motzarella.net, which does an
excellent job of stopping nearly everything I don't want to read anyway
... except spam from India, for some reason ... and one which filters
almost nothing (but, its run by a friend of mine in the US who gave me a
free account so I get what I pay for).

Filtering on just the three letters of the ministry name and the five
variable characters eliminates everything ... eventually ... but also
nailed these two messages, so it's not 100% effective.

Got a program name?  What does it filter: headers information, sender
info, or can it check message content?  The latter would be the most
effective, of course, especially as regards spam from India which all
references just two web sites.

Altopia isn't the worst.  Google, Yahoo, and several others are also
do-nothing providers.
