That's why he left them in Japan  a couple of years ago, and that's
why he doesn't relocate himself to be near his children in the country
where he chose to give birth and to raise them.

I don't see Japan ratifying anything. The US attention span is too
short; most people who knew anything about this have now forgotten.
The next time this happens on this scale everybody will claim to be
experts because they read about Savoie (or some other sap), the
embassy will send a strongly worded complaint to the Japanese
government, they'll possibly create a committee to look into ratifying
the thing but will soon be forgotten.
