If you're over 60 and have resided in Japan for over 40 years, you
qualify for free legal advice from your local bengoshi-kai's central
directorate as a special program for the elderly that is subsidized by
the central government.
If you are neither of the above, then the best you can do is a 30 minute
consultation for Yen 5,000. Tokyo Bengoshi-kai holds their advice
sessions daily in the afternoons. Others are held not as often. If you
don't speak Japanese you are SOL as no translation is provided. Call
your local bar association for their terms, prices, and calendar. Tokyo
Ichi and Ni-ban Bengoshi-kai are headquartered in Kasumigaseki, behind
the District Court building and across from Hibiya Koen.
