I have seen this erratic mouse behaviour on a number of Dell Latitude
laptops. Sometimes deleting the mouse drivers and re-installing has
fixed the problem for a while. Generally though, it proved to be
hardware failure and required a new mouse/pad for a long term solution.
The (cheaper) alternative is to disable the on-board mouse/pad and use
an external mouse instead.
