It turns out that this is true for SOFA status gaijins, because they don't
have a juuminhyou (or gaijin card which serves in lieu thereof).

Since so many of the foreigners in Okinawa are on SOFA status, the bank has
apparently conflated the two, so "gaijin = SOFA" or somesuch.

I actually explained this to them, showing them my gaijin card and my
bankbooks from Aichi, but they weren't convinced.
