Articles in japan.* and fj.* newsgroups are encoded in
ISO-2022-JP format. If you can see Japanese web sites
with kanji characters (yahoo.co.jp, for example) without
any trouble, then try read japan.* newsgroups through
Google Japan groups:
    http://groups.google.co.jp/group/japan.lang.japanese?hl=ja

If you still see $BCBB... characters, then select
Japanese(ISO-2022-JP) character coding in your browser.

Buon onomastico! = Seimei-shukujitsu omedetou!
"Omedetou!" roughly corresponds to "Congratulations!"
and is used when you greet someone for almost anything.

There's no one-to-one correspondence for the greeting
phrases between Japanese and Western languages.

"Greetings" roughly matches Japanese "omedetou" but
it is usually preceded by the word what you greet,
like "Tanjoubi omedetou!" ("Happy birthday!").

I think "wishes" has no near matches in Japanese.
You must explicitly show what is your wish, and
then you can translate the whole sentence into
Japanese. For example, "with best wishes" may be
translated into "ご多幸をお祈りします" ("Go-takou
wo oinori shimasu" = "I wish your happiness") or
"ご成功をお祈りします" ("Go-seikou wo oinori
shimasu" = "I wish your success").
