Say what you like about the Japanese law system - I doubt they would
have bothered with that in the UK.
There's a place near where I live that stores heavy equipment and has
several times been robbed (with lots of damage to fences, gates etc.)
and they were essentially told that as there hadn't been 40,000 or over
pounds worth of stuff stolen they wouldn't proceed against the thieves,
even though there had were security cam shots of the people involved
and they had a pretty good idea who they were.
