I think you're confusing the skirts over pants that was fashionable till 3
yrs ago with the pants under skirts of this season.

Why women ? Now both male and female restaurant staff have that
uniform,before the war that was mostly for men as women had kimonos and
kappa aprons.
Many Asian tribes have traditional costumes of women composed of skirts or
dresses worn over pants. I find most are more stylish than the Japanese
fashion victims.

You imagine there exist an independent Japanese fashion maybe ? The Japanese
textile and leather industry are very important in Kansai, their main job is
adapt at Japanese size and bad taste the stuff they've seen on shows in
Paris or London. Over there international teams are doing to fashion what
microsoft valley
does to computers. Then they send the prototypes to China for
manufacturing.
