1881 - "mutually approaching horses and vehicles had to avoid each other by 
shifting to the left"
1885 - "general horses and vehicles had to avoid to the left but when they 
met army troops they had to avoid to the right"
1902 - "pedestrians had to keep to the left side of roads"
1906 - "Tokyo Metropolitan Police are going to enforce that same old 
left-side traffic on pedestrians"

Yeah, vehicles and pedestrians both keeping left. Very well.
When the traffic is left-sided, pedestrians should keep right. And vice 
versa.
