Michael, don't give me that shit, you know better than that or 
maybe there is a difference with navy and army. An operation (cf 
exercise) involves or likely to involve combat.

Point 4 has two points
1. movement to an operational area
2. all movement from the beginning to the end is part of the 
deployment

The second is necessary to expediate deployments wrt transport etc.

Packing your bag and buying some extra batteries in Bumfuck 
Illonios is part of deployment if you are going to an operational 
area.

A 1st Armoured Division trooper living on the 1st Armoured 
Division base in Germany is not on deployment (that is prior to 
them getting their warning orders for Iraq).

A US soldier on his way to Kangaroo 2005 in northern Australia is 
not on deployment.
