They still belong to the person that abandoned them. In Osaka, he could get
fined for littering (that's written just in front of my building, with a
telephone number anybody can call to denounce those criminals to the local
Gestapo). But I'm not sure the fine is bigger for abandoning an empty can of
drink or a car. Just in case, most people that off the ID plate of the car.
It seems many people don't want to pay a recycler (that will try to export
the cars).

They become mansions for the not-that-homeless. Then when they are
completely rusty, they stay empty in the street. In average once every 5
years, employees of Osaka-shi come to clean the mess.
