It isn't 鐙慴(とう-しゅう) but 鐙摺(あぶみ-ずり),
which means 鐙摺港(あぶみ-ずり-こう), the name of
the small fishing port near Kamakura, in this context.
鐙(あぶみ) is "a stirrup" and 摺(す)る is "to rub."
Here's some excerpt from the Japanese dictionary KOJIEN.
あぶみ‐ずり【鐙摺】
(1)馬の脇腹の鐙の当る部分。
(2)近世の臑当(すねあて)で鐙の〓具(かこ)の当る部分。〓具摺(かこずり)。
(3)播磨革でつくった泥障(あおり)。
(4)乗馬の鐙がすれるほどの狭い路。
