I had the same kind of problem with the NY DMV.  Naturally, I renewed my
license just before leaving for Japan, which meant, naturally, that Japan
could not accept it as proof that I had 6 months of driving experience.  So,
I dutifully contacted the DMV and mailed in my request with the proper fee
in order to have proof of my driving history sent to me in Japan.  They did
cash the check. And that's all they ever did.  Fortunately, I got my sister
to rummage around my files in storage and send my old license in the
meantime which worked like a charm.  Just in time, too, as the little one
was born just 2 weeks after I took the driving test and it would have been
very difficult to do the whole menkyusho thing after that.
