That's worth knowing for future reference.  I'm surprised that it hasn't
been farmed out to a private organization such as JAF. The need to stay
up-to-date with driving regulations in dozens of different countries as well
as being able to translate documents from those countries just don't sound
like tasks a government-run organization would be up to.
