The part of Japan I live in has a large number of megacorporations
(50,000+ employees) so it kind of makes sense for them to shut down
for 11 days. They do the same with Obon and New Year. However for
small service companies and organisations, its not possible, and
keeping services running basically means making staff work on public
holidays etc.

Before, during, or immediately after GW, is never a good time for a
business trip.
