I did some research/intern stuff in Yokosuka once. Fairly nice place, but I
hear it gets a bit dicey at night. All the foreigners, you see.

I have never seen one, except of the porta-potty variety.
But lots of homes still have no sewer hookups. A (probably dated) figure I
have seen puts it at 1/3 all homes in Japan. The stuff from the toilet goes
into a septic tank, and the stuff from the sinks/showers gets treated at the
home level, then goes straight out into a (usually) covered storm gutter,
destined for the river.
