handling of refugee's in Japan

here in Oz we seem to always be getting into muck about how we handle our
asylum seekers, but when I was in Japan, I didn't notice anywhere near as much
about this on the NHK news as I do here. Now, considering my miserable
Japanese language skills, perhaps it was there and I missed it. Given its
proximity I'd have thought that Japan would be a prime target / destination
for Chinese and Nth Korean refugees.
Has anyone seen much about asylum seekers on the news?
Does Japan accept them and process their claims?
Are many simply towed back into international waters and sent on their way?
