What I would guess is that Mad Dan Sprog v. 1.0 went to the scheduled health
check for 3 year-olds, so they didn't have to send anyone around to see if
it had rickets or was taking craps at the scheduled times or whatnot.

Speaking of health checkups, my son's first one in Japan was at about 18
months, IIR. At the time he spoke very little Japanese. The health checkup
included some kind of cognitive development test -- you had to do things
like name as many pictures as you could on an A4 card. The boy naturally
could only name about 5 out of 20, so the health lady was just about set to
flag him as mentally retarded, until I say, well why don't we let him try it
in his first language?
