You're actually reducing detail. But since the number of
pixels that is used to express a slightly fuzzy line for
example, is reduced it may often /seem/ as if the "apparent"
sharpness was increased. But all you've really done is
reduce the amount of information used to express (represent)
the fuzz [as well as the line itself].
