This question is rather bizarre. Did either of these presidents advocate
income distribution programs? Yes, I know about Lincoln's executive
enactment of an income tax at the beginning of the Great Unpleasantness and
TR's support for an income tax, but I don't remember either doing anything
approaching the "to each according to his needs" part.
