Are you saying that *only* if someone is charged they are criminally
responsible? Please.

So tell me...if the UN war crimes tribunal says that someone is a "war
criminal", then would you abide by that decision?

Similarly, if an UN committee was set up to investigate charges of war
crimes, would you agree with the findings of that committee as being valid?
