Yeah, but keep something in mind that was mentioned a while ago along with a
link about how to draw breasts -- they react to gravity and different body
positions will cause them to look a bit different.  In the case here,
Asuka is lying down which means her breasts will tend to flatten and
sort of spread out over her chest, evening out the weight distribution.
Rei is standing up and so her breasts will hang down, most of the weight
being pulled towards the bottom leading to the kind of shape you're used
to seeing (because in every day situations, the women you meet are standing
up, too).  If one of them had been leaning over like Asuka did at some
point in the anime, the weight of the breasts would hang straight down
from the chest and they'd look different in that position than the others.
As I recall, that's your three primary positions -- standing, lying down,
leaning over.  If you're trying to make the comparison as fair as possible,
you need to get pictures with both women in the same position.

I wouldn't be surprised if you're right.  And I don't think it's all that
big of a deal.  Both Rei and Asuka are pretty attractive, does it really
make all that much difference which has the bigger bust line?  :)
