I have seen this kind of thing in a few anime where text of this sort was 
used for computer text displays. A interesting occurrence was in one of the 
"Burn Up" shows when working on a rather "EVA" looking robot the computer 
display was listings of songs titles from the Evangelion soundtrack. 

DVDs are nice for being able to pause and frame step to catch these kinds 
of things.
