Fan service. Rei is there for those who want inscrutable mystery from
their anime, Asuka is there for people who like to look down girl's
tops.

Evangelion was popular because it covered all the bases - big robots,
breasts, and mystical stuff. As I watched the series I became aware of
how each episode would have either a silly jiggly plot, a dark brooding
one, or an angsty robot fighting one, depending on which of the three
Children it focussed on.
