No question about it. If you look at the laws of any dictatorial country,
they are surprisingly short and simple. It has been a universally known fact
that the US has both the highest number of laws, rules and regulations on
the books, and the largest army of lawyers trying to make sense of all that
enormous legal mess.

He didn't say the USA is the least free country in the world. He just said
USA is not as free as people used to think it is.
It's definitely not as free as it could and should be.
