OK, I just noticed the photo of the "letters." They're just tying 
materials. Duh!

The old fisherman probably worked for National Cash Register, which 
changed its name to NCR Corporation in 1974 (which I remember happening 
because they were a competitor of the company I worked for). He was 
evidently in the habit of stealing postage-paid envelopes from his 
employer. :-)
