From what I read, they seem OK with that. I think that is the main reason they came up with the declaration of choice of Japanese citizenship thing. Such a declaration would have no legal power outside of Japan, of course. And as the stories you and others have posted suggest, they really don't seem to care that many Japanese people are dual citizens in practical fact.
