My guess is that Business Level Japanese is "Get Your Point Across Without-
Pissing-Anyone-Off And Understanding-the-Response Japanese." It would also
involve "Understanding-What-The-Other-Guy-Said" level Japanese. Nothing
fancy, just good workaday Japanese.
Combine it with some higher level knowledge that might make you useful, and
away you go.
