You appear to be writing from singapore.
I assume that ATC mean "air training corps" ?
I would like to think that "air traffic control" would have
professional advise on their radio installations.
I assume that the radio's are transceivers?
It depends a bit on the transmitter power but it is very likely
that when one is transmitting the receiver in the other on the same
band will be blocked or will have reduced sensitivity.
If one is being used on VHF and the other on UHF then blocking will be
less of a problem unless the UHF radio is on or near a frequency that
happens to be a multiple of the VHF frequency.
Vertical seperation of the antennas may help a bit.
On receive, hopefully the radios are well designed and the
local oscillator frequencys are well out of band and well
screened so won't be a problem.
