Not having your specific model, some generic ideas.

BIOS settings have changed (may have reverted to "safe" versions).
Check them  to see if they are:
doing a "Full memory test" instead of a "quick boot"

Check your "Boot order". in most cases LAN boot will be disabled or last.
CD/DVD -> HD is typical.  Each item in the boot order has to "time out" before
the next is tried"

Other options that may only get set by Toshiba utilities, are the Power levers
(CPU speed may be forced to a reduced setting to save power).

You may have a sick piece of Hardware that is "Throwing Interrupts" that are
bogus, but need to be processed. Detach as much external stuff as possible.
