Unless he knows someone in Japan who's willing to buy him a prepaid
phone or open an account for him, he'll probably find it easiest to rent
one at the airport. I think Vodaphone does that; perhaps someone
actually living there now can confirm this. Not the cheapest solution,
but it's fairly difficult for foreigners to get cell phones right now.
