Alas, that's a pretty good price for a hotel room. You may find some
business hotels in that range or just below, but you have to watch out
for service charges, etc, and the rooms may be really, really small.

If you don't mind staying in a dormitory, you could try the youth
hostels. They cost about 3000 yen. Best to get an IYH card in your
home country if you go this route. Reserve way in advance if you want
to try the fancy international one. It's perpetually booked. Yoyogi
often has space, but is probably the most soulless YH in Japan. The
cheapest (dorm) place I ever stayed in Tokyo was Okubo House, in
Shin-Okubo. I'm not sure if it's still in business, but at the time I
think it cost around 2000 yen/night. It was pretty seedy, and probably
hasn't improved with age, but that gave it a kind of rustic, urban
charm. Mind your valuables if you stay there.
