The best way to find out would be to take out your keitai, dial
03-3257-0110 (The Manseibashi Police Station), hand it to the manager,
and say "I'll wait for them to get here".

They're not going to arrest you for writing when told to stop. Now if
the manager asked you to leave the store and you refused, that would
be a different matter.
