Care to qualify this billions of dollars to NK?  Maybe billions of
Japanese dollars? 

Lately reports I've heard is that about 500 million US dollars were
sent to North Korea, of which about 400 or so are characterized as
Hyundai's investment to develop Kumgan-san.  About 100 or 150
millions were characterized as political.  

Regarding allies, of course South Korea and North Korea are allies.  
Actually, they are more than allies.  They are one nation.  Both 
Koreas are made up of ethnic Koreans: all eat same kind of food, 
kimchi, garlic, boshintang, and whatnots.  If not for Japan, and 
later for U.S., and then for Kim IlSung, Korea would be still 
unified.

It's known there are serious ideological differences between two
Koreas so much so that there was war, and now two camps are in
confrontation mode.   

So, what is your point?  No matter how you want to paint it, Japan
remains still un-repentant and Japan's past wrongs remain fullu
un-accounted for.
