It just means that the manufacturer hasn't set a recommended retail price,
so the store is free to set a price. I don't think it means there is any
leeway for bargaining, but it is always worth a try. I always think it is
pretty meaningless from the customer's point of view, as you invariably find
that the price is the same at every shop anyway. And when you see an advert
in a newspaper or magazine for a new video camera or something, it would be
nice to know roughly what the price is. Simply stating "open price" isn't
particularly helpful.
