Even with a blank, formatted, totally empty hard drive, a valid boot
disk should work, provided that the floppy disk drive is not broken or
disconnected. Maybe your boot disk is faulty?  It might be worth
creating a new one to rule out that possibility.

You can download the files to create a new one from
http://www.bootdisk.com/

Then I suggest you try this......

Insert a known good floppy boot disk and start the PC.

At the A:>  prompt, type  SYS C:    and press enter

That should copy the required operating system files from the floppy to
the hard disk.

Remove the floppy boot disk and re-start the machine.
