I agree here it is not a sankaku technic that is demonstrated in this
pictures
as fare as I an see it resambles mostly a Sode guruma jime, except the
rotating action is absent and the legs are substituted for the arm in the
back of the neck.

When you read the text you should think that the action on the picture is a
leagal action.for the judo association especialy granted it to come in line
with Kodokan rules. But I agree you can question it in this case to be
legal. First becouse the text states shankaku to be legal, but this is not a
sankaku so that does not apply. Second I back you that in some situations it
is posible that the neck of uke is in danger.

By thinking it over I think the action it self is not illeagal but as
referee on the tatami I would shurely be very allert on positions that may
injure ukes neck. I think however, done correctly there is no objection to
use it in contest. I also think that the use of this technic in contest
will not be verry usefull. Uke will rather go for a armlock than letting
himself chocke.
