I haven't had time to do much googling, but I couldn't locate the 
Japanese version of the article (July 3rd edition) of the Mainichi. I 
don't have a subscription to it (chunichi reader). Are all articles in 
the deadtrees version of the paper published online?

She probably isn't eligible yet for PR status, but if her legal guardian 
(the adoptive parent) is a Japanese citizen then she should be eligible 
for change of status to a dependant/child of a Japanese national visa to 
bridge the gap. So what if her current status is a non-renewable 
tankitaizai visa - its bullshit - the minister of justice can grant and 
extensions and then waive the requirement to leave and re-enter with the 
plonk of an inkan. And its absolutely bloody ridiculous to even consider 
forcing a kid to leave the country to obtain a visa stamp.
