Thats the whole bloody point of happy hour(s). You time it for the
quietest loss leading periods of operation in the hope that you won't
lose as much as would otherwise be the case.
On the other hand, if people did come for happy hour it would be a real
drag, as its usually the best time of day to get through emails.
