? I'm not getting you.  The supply grew because more parking spaces were 
constructed or because less people were using the ones that were already 
there?

Was the city's plan to ban its employees from driving designed to 
decrease the supply of parking?  If so, yes, it was a very poorly 
designed policy.  Very, very poorly.
