I think I'd disagree here... at least in the dub, she wasn't gruff at all.
And to me at least she seems feminine... not the over-the-top, huge breasted
women that sometimes are portrayed in anime (note: compare Naru from Love
Hina in the manga, then the anime). The kind of sweet girl I'd like. Just
because her hair is short, and she hasn't got a massively developed bosom
doesn't make her any less feminine than Misato or Ritsuko.
Re: her fixing things: well, she does kind of work in the tech department...
is it so strange she is qualified to do her job? :)

Er.. well, he does sound kinda gayish, especially when he asks Shinji if he
has to go to bed with him. ;^_^ But then again, he *is* an angel, so gender
may not really apply to him as much.
