On my 5200, Toshiba Power control is activated by a program called 
TPWRTRAY.EXE in the startup tab of msconfig. You might check that it is 
present and its status. To get to msconfig, click on Start and choose Run. 
Type msconfig in the box and hit enter. Choose the Startup tab. Check if 
TPWRTRAY.EXE is listed and the checkmark is in the box to the left of it.
If it is there, you might try disabling it and restarting. You should then 
be able to use the Microsoft power controls. It might also be reasonable to 
download a new copy of this program from Toshiba if yours is screwed up.
