I guess it depends. Used to be some places in Kobe kita ku were very
cheap, mainly because it is a real bitch to get from there to Osaka
(local line usually to Sanda, then JR to Osaka). Honestly haven't been
keeping up with things too much lately. But north of Sanda used to be a
realy bargain.The only drawback I see to Chiba is that to get virtually
anyplace in Nishi nihon you've got to go through Tokyo.
