Of course the German ground forces didn't stop fighting there at all, 
but they were ordered to stop attacking and the Luftwaffe tried to 
to do the job alone. The order to stop attacking and taking Dunkirk at 
the ground was given from Hitler at the 23.05.1940. It contained the 
advice not to take the area and to secure the reached positions. 
After a few days they realised, that this didn't work and startet 
bigger ground attacks again. But it was too late, because a lot of 
troops allready escaped.
My point is, that a lot more Allied soldiers would have been killed or 
taken POW, if the German ground forces would have beend allowed to 
attack immediatedly and without stopping. This order to stop came 
in the end from Hitler, after Goering claimed, that his Luftwaffe 
would be able to destroy the enemy forces there without problems. 
So not the Generals at the front, like Guderian, ordered the troops 
to stop. The decision (and the mistake) was made in Hitlers HQ.
