Nope, Kirkiman. It's an ordinary ellipsis of grammar Japanese often
use especially for someone who is not needed to pay much attention or
respect.
Also this kind of ellipsis is often used in the title of a news
article, a novel or s song. I think "dakara omae wa henna kobe
kinpatsu baka" would be a good Enka song title.
