I use MSVC 6.0 on my Japanese OS with no problems -- maybe you had an
earlier version?
Sometimes English-language products will have trouble on Japanese OSs,
especially with 9x. Usually because they are doing something wrong, like
making assumptions about what a valid file path is, instead of letting the
system handle it.
Stupidity and bad programming I can forgive, having been guilty of both more
times than I like to recall. But deliberately breaking a program to enable
price gouging, without even telling the customers what is going on, is
simply inexcusable.
