I upgraded my keitai twice (1999 & 2000) in Japan and J-Phone never charged
me any 'upgrading' fee, except the subsidised price for those keitais.
I once tried to change plans (1995) within Vodafone in UK (after the
contracted two years) and they said I have to pay some charge (above a 100
quids).
