We did something similar. After a while, they started sending us demands
for huge amounts of back-payments, each with a bank paying-in slip. By
"huge", I mean larger than any possible amount we hadn't paid. 

Then came the very large woman in a very red suit, with a very loud
voice who said (so half the street could hear) that she understood how
difficult it might be for someone short of money to set aside such a
large amount each two-months, and also how difficult it could be for
*gaijin-sama* to fill in the bank's direct-debit form, but she was here
to help me fill it in.... I said I'd consider it, and tried to close the
door, but she was within the sweep of the door and was starting to kick
off her shoes. I had to push her forcefully, to get her out of the
genkan. 

So we started paying again.
