The most reliable ones I have found are the post offices that are
actually in the major train stations. Those seem to take foreign cards
quite reliably. I had a disaster a few years back with a scuba trip on
Ohshima, where neither the dive shop, the bank, or the island post
office would accept my Visa. I wound up wiring the cash to the shop when
I got back to the states.
