It usually is a game of comparing what is to what could have been. 
Still, if you compare what Chicago was like in 1970 to what Chicago is 
like today, it's pretty obvious that the move to cleaner vehicles has 
been pretty effective overall. Maybe not every individual decision has 
been good, but the trend certainly has been.
